Russia has ordered the closure of the Romanian consulate in St. Petersburg and declared its acting consul general, Laurențiu Constantin, persona non grata. This decision was announced by the Russian Foreign Ministry on June 25 and communicated to the Romanian ambassador to Russia, Cristian Istrate.

The move is a direct response to Bucharest’s earlier closure of the Russian General Consulate in Constanta and the designation of its head as persona non grata. The Russian Foreign Ministry called Romania’s actions "unjustified" and framed their own measures as reciprocal.

Diplomatic Fallout from Military Incident

Romania’s closure of the Russian consulate in Constanta followed a significant incident on May 29, when a drone, identified by Romanian authorities as Russian, crashed onto the roof of a multi-story residential building in Galați, eastern Romania. The crash injured two people—a 14-year-old boy and a 53-year-old woman—and caused a fire in an apartment on the 10th floor.

"The drone incident marked the first time a Russian unmanned aerial vehicle used in the war against Ukraine caused damage within NATO territory," noted reports following the event.

The Romanian Ministry of Defense confirmed the drone as Russian and called the event a violation of international law. Following the incident, Romanian officials requested NATO to strengthen air defense systems in the country. Emergency services evacuated 70 residents, extinguished the fire, and treated the injured.

The diplomatic escalation reflects heightened tensions between Russia and NATO member states amid the ongoing conflict in Ukraine. Romania's action to expel Russia’s consul in Constanta and Russia’s reciprocal expulsion of Romania’s consul in St. Petersburg signal a deepening rift.
